| CBAY stands for Community Based Alternative for Youth. It is a federal waiver demonstration project that will, over the next five years (2009-2014) "demonstrate" that kids have better, more cost effective outcomes when they receive services and support in the community instead of having to go to a facility for a long time to get mental health treatment. |
